The Association of Local Social Welfare and Development Officers of the Philippines Inc. (ALSWDOPI) conferred on Iloilo Governor Arthur Defensor, Sr. the Most Outstanding Governor award in its 2016 Gawad Parangal.
The awarding was held during the 20th ALSWDOPI National Convention and General Assembly at SMX Convention Center, Bacolod City on Wednesday, April 6, 2016 where DSWD Sec. Dinky Soliman was the guest of honor.
Defensor received such recognition for the third consecutive year already, placing him in the Hall of Fame. ASLWDOPI recognized Defensor’s unrelenting support to the advocacies and endeavors relative to social service.
Defensor, through the Provincial Social Welfare and Development Office (PSWDO), has established programs and projects that benefit the indigents, women and children, persons with disabilities, and senior citizens, among others. He also supported the programs of the Department of Social Welfare and Development (DSWD) such as the Kalahi-CIDSS Makamasang Tugon, Pantawid Pamilyang Pilipino Program (4Ps) and supplemental feeding for children.
Defensor also championed the cause of the social workers in Iloilo province by approving the payment of their hazard pay as mandated by Republic Act 9433, an act providing for the Magna Carta for public social workers. He was also credited for the completion of the P8.7 million Iloilo Provincial Development Center for Women and Children in Cabatuan, Iloilo that provides residential care, custody and restorative services to women and children in crisis situation.
Defensor also launched recently a scholarship program for PWDs in the province. Initially, 10 PWD students availed of the scholarship program while there is a plan to expand the program in the next few years to cover more beneficiaries.
Last year, DSWD also awarded Iloilo province the Gawad Listahanan for making use of the Listahanan database in its various programs such as provision of financial assistance and scholarships to skills enhancement and job facilitation.
