What’s new under extended MGCQ?
- Wearing of face shield inside and around (outside perimeter) the municipal public market shall be required (sec. 10b)
- LGU events involving unlimited and unquantifiable crowds in the streets and/or open spaces, such as, but not limited to, festivals and parades, shall NOT be allowed (Sec. 14a)
- Funeral wake gathering shall only be limited to family members; public viewing, gaming, gambling and walking funeral processions, shall not be allowed (Sec. 14h)
- Consumption of alcoholic drinks/beverages in public events/gatherings shall NOT be allowed. (Sec. 14(2)
- The BHERTs (Barangay Health Emergency Response Teams) shall identify and monitor the isolation of persons more vulnerable to the severity of COVID-19 (PVS), such as those who are 60 years old and above, pregnant women, and those with immunodeficiency, comorbidities and other health risks (Sec. 15)
- Barangays shall implement the submission of Travel Declaration Cards for residents exiting the barangay and travelling to a place/ destination where there are large number of people (such as, public markets, malls, transportation terminals, fishing ports) that shall be submitted to BHERTs at the Barangay Monitoring and Control Points (BMCP) to be used for reverse contact tracing (sec. 15b)
- Regular or daily travel of residents to work/conduct of business in establishments, industries and livelihood sectors shall not require submission of Travel Declaration Cards.
- Implementation of a program for the Rehabilitation and Transformation of the Province to Catalyze Recovery (Plan RT-PCR) focusing on the areas of health, local economy and psychosocial welfare (Sec. 20).
On health:
- Strengthening of the public primary health care services through sustained supply of PPE (personal protective equipment) and testing kits to Rural Health Units (RHUs)
- Provision of nutrition food supplies for augmentation to Local Government Units (LGUs)
- Enhancement of COVID-19 Testing Teams in the Provincial Health Office (PHO) and the provincial and district hospitals
- Upgrading the personnel, infrastructure, facilities and equipment of the provincial and district hospitals for strengthened COVID-19 response
- Enhancement of the Operations Center for Health (OPCEN) as the nerve center for health emergencies and disasters
On local economy:
- Boost agriculture and fishery by ensuring availability of agri-fishery products, promoting on-line marketing, intensifying support services in the form of farm machinery and equipment
- Stimulate trade and services industry by providing credit access to Micro, Small and Medium Enterprises, intensifying value-adding in production, pursuing employment facilitation and protection, capacitating tourism stakeholders in other related skills, and capacitating displaced OFWs and other displaced workers by developing entrepreneurial skills
Psychosocial Program:
- Implement a psychosocial response known as Project PRIME (Program for the Resilience of Iloilo in Mind and Emotion) by providing psychosocial support for both psychological and social needs of individuals, families and communities. It will be implemented by the Task Force PAG-ASA (Provincial Agencies in Action to Prevent Suicide Among People of All Ages) through counselling, home visitation, among others.
