Tubungan is a municipality of mostly rolling hills and mountains with very limited plains. It is located at the southwestern portion of Iloilo province, more or less 42 kilometers from Iloilo City. There are 48 barangays including the three zones in the Poblacion that comprise the town’s political jurisdiction.

Among the main assets of Tubungan are its supportive legislative body, untapped sources of revenue and a strategically located market. It is also boasts of potentials like its abundant of natural resources, adequate labor force and availability of raw materials for agro-industrial purposes. As to peace and order, it has greatly improved compared with the previous years. This is attributed to Amnesty Program of the government and the people desire for lasting peace and progress. Its municipal organizational chart shows 13 offices created pursuant to the provisions of the Local Government Code. Along with these is the presence of devolved national agencies and those locally based personnel of national offices that altogether work to deliver basic services.
