PDRRMC, AFP Spearhead Two-Day Simulation Drills In Miagao, San Joaquin

PDRRMC AFP SPEARHEAD TWO DAY SIMULATION DRILLS IN MIAGAO SAN JOAQUIN

The Provincial Disaster Risk Reduction and Management Council (PDRRMC) of the Iloilo Provincial Government and the Joint Task Force “Spear” of the Armed Forces of the Philippines, together with the local governments of Miagao and San Joaquin and various partner agencies, will conduct a two-day simulation exercises dubbed Inter-Agency Territorial Defense Operations Exercise (ITDOEx) "Pag-ugyon 2026" this coming June 16 and 17, 2026.

The two-day exercises to be held in Miag-ao and San Joaquin towns aims to test and validate the province’s capability to respond to civilian spillover scenario arising from a simulated territorial defense situation affecting Panay Island.

It will assess the effectiveness of the Provincial Community Defense Action, Emergency Operations Center, Incident Management Teams, response clusters, and partner agencies in managing large-scale displacement, humanitarian assistance, public safety, medical emergencies, logistics support and inter-agency coordination.

Specifically, three scenarios will be staged during the two-day exercises. In the morning of June 16, the civilian spillover management scenario will be staged in Brgy. Sapa and Kirayan Norte, Miagao.

In the afternoon, a missile attack response simulation will be conducted in Brgy. Igtuba, Miagao.

On June 17, the third scenario will be the simulated coastal defense and anti-infiltration operations to be led by the Armed Forces of the Philippines in Barangays Igcondao and Cata-an, San Joaquin.

PDRRMO chief Cornelio Salinas said in a press conference that around 1,200 individuals will participate in the two-day exercises.

“These activities are part of the preparedness and capability-building efforts and should not cause public alarm. This is only and exercise and there is no actual security threat to the Province of Iloilo,” Salinas stressed.

Col. Leroy Daanton, Deputy Brigade Commander of the 301st Brigade, Philippine Army, said the ITDOEx will be the first to be conducted in the entire Visayas.

He said, they will use actual military and naval hardware during the exercises. He assured, however, that precautionary measures will be in place in coordination with the LGUs to ensure the safety of the public.

Salinas said that representatives from the Office of Civil Defense and other agencies will be present to conduct evaluation during the two-day exercises.

The conduct of ITDOEx is in line with Governor Arthur Defensor’, Jr.’s Executive Order No. 111, Series of 2025, entitled “An Order Instituting the Provincial Community Defense Action for MoRProGRes Iloilo – Kapayapaan, Kaayusan, at Katatagan Tungo sa Kaunlaran ng Bagong Pilipinas.”
