The Galing Pook Foundation validation team, led by Maria Nieves Confesor, is currently evaluating the Iloilo Provincial Government’s entry, Bulig Eskwela sang Probinsya (BES) Basa Proof of Concept (POC).
The BES Basa Program is a localized adaptation of the Synergeia Foundation’s Proof of Concept model, implemented in partnership with the Department of Education (DepEd). The program serves as a beginning reading intervention designed to address critical gaps in early childhood literacy.
Provincial Administrator Raul Banias, together with Third District Board Member Jason Gonzales, Provincial Education Management Office (PEMO) Head Freda Sabanal-Fajardo, Iloilo Schools Division Superintendent Dr. Ruby Therese Almencion, and the entire Education Core Team, presented the innovation, implementation, and impact of the initiative.
As part of the validation process, the team also visited the municipalities of San Miguel, Cabatuan, and Barotac Viejo to witness firsthand the program’s localization efforts and strong community engagement.
