The Iloilo provincial government has officially transitioned to technology-driven governance with the launching of two innovative tools - the TALAMDAN platform and the 4K for MoRProGRes Dashboard.
TALAMDAN (Technologically Advanced Lens for the Assessment and Management of Development and for Actions Needed) integrates geospatial datasets from over 10 offices of the Iloilo Provincial Government into one interactive and highly secure platform.
The platform was developed by the Office of the Provincial Planning and Development Coordinator. OPPDC acting head EnP Jigger Labergue said TALAMDAN provides a command-center view of the province of Iloilo.
It tracks the status of Comprehensive Development Plans (CDP) and Comprehensive Land Use Plans (CLUP) of the 42 municipalities and 1 component city. It also integrates approved CLUP Zoning Maps, Local Public Transport Route Plans, and updated Land Cover maps.
TALAMDAN offers investors an overview of the province’s economic landscape - from its industrial and economic zones to data on power situation, water supply, internet connectivity, and telecommunication utilities.
TALAMDAN is also a critical tool in times of disasters. Through the platform, one can access the hazard maps of municipalities and locate evacuation centers. It also allows authorities to deploy immediate action during emergencies.
It further provides an inventory of the province’s cultural and heritage sites, tourist attractions, and accommodation establishments.
Education stakeholders can also monitor the progress of infrastructure projects in schools.
Robust data and demographics are among the most notable features of TALAMDAN. It maps our basic population profile alongside development programs of the province such as the teen centers.
TALAMDAN will soon be made accessible for the mayors, investors, stakeholders, and the public.
“Project Talamdan is the digital engine of Governor Defensor’s MoRProGRes Iloilo agenda. It de-risks our infrastructure, protects our communities, and signals to the world that Iloilo is a transparent, investment-ready, and Smart province. The maps of tomorrow are no longer drawn on paper, they are rendered in real-time,” Labergue said.
Meanwhile, complementing the TALAMDAN platform is the 4K for MoRProGRes Dashboard which was developed by the Provincial Community Defense Action Center.
This dashboard serves as a critical monitoring system, enabling the Governor, provincial policymakers, and concerned departments to track emerging threats and assess their impact on Iloilo’s economy and overall development.
PDC Action Center Chief Carr Brian Griño said the dashboard provides a comprehensive summary of critical situations affecting the entire province of Iloilo.
“The dashboard presents real-time information on the level of alert across the province and its municipalities, including the declaration of the state of calamity. It also reflects the extent of impacts on population, infrastructure, and agriculture. It provides updates on climate patterns such as El Niño and La Niña,” Griño said.
This monitoring system is anchored on Governor Defensor’s 4K for MoRProGRes Program (Kapayapaan, Kaayusan, at Katatagan Tungo sa Kaunlaran ng Bagong Pilipinas) which advances national development and safeguards the general welfare of the Ilonggos.
The launching today, April 8, 2026, at the Iloilo Provincial Capitol lobby was spearheaded by Vice Governor Lee Ann Debuque and Provincial Administrator Raul Banias. Also showing their support are the concerned department heads, partners from the national government agencies, and other stakeholders.
