San Rafael is a fourth class municipality in the province of Iloilo, Philippines. It is bordered by Dumarao to the north, Lemery to the west, Barotac Viejo to the south, and Passi City to the east. The current mayor is Roel Tupas "Beeboy" Belleza. According to the 2010 census, it has a population of 14,655 people. The town fiesta is held annually on October 24.

For more than a century, San Rafael remained a barangay of Barotac Viejo; however, in June 21, 1969, the defunct Congress of the Republic of the Philippines made San Rafael an independent municipality through the Republic Act No. 5471.
